avformat/matroskaenc: Disable MKV-only code if MKV muxer is disabled

Browse Source 
The Matroska muxer has quite a lot of dependencies and lots of them
are unnecessary for WebM. By disabling the Matroska-only code
at compile time one can get rid of them.
