Tobias Klauser efd156c058 Skip TestSocketXDPGetInfo on EPERM 
Skip TestSocketXDPGetInfo rather than failing it when the user lacks
permissions to create AF_XDP sockets.

This allows to run the full test suite as an unprivileged user again.
