remove network capabilities from netmaker

remove NET_ADMIN, NET_RAW, SYS_MODULE capabilities from docker-compose
files
remove sysctls from dockerfiles
remove ManageIPTables and PortForwardServices from ServerConfig
remove functions related to removed attributes
