* adding serverconfig logic and variable to hosts

* - sync EndpointDetection on peerupdate
- add EndpointDetection to env config

* - endpoint detection always comes from the server
- fixed ENDPOINT_DETECTION -> NETCLIENT_ENDPOINT_DETECTION
